Help with Rising Fuel Prices

Question: I heard that there was a program in NJ to help people pay the heating bill, is that true?

I haven't been able to get there, but my friend told me that she applied and after a little while got notified that she qualified and they sent a nice little check to the fuel company on her behalf. You have to apply in person.
